consul

A government official appointed to represent a country in a foreign city, particularly in relation to trade, shipping, and the interests of its citizens. A consul may provide assistance to nationals abroad, issue or authenticate documents, deal with visas and immigration matters, and perform other administrative functions. Unlike an ambassador, a consul is principally concerned with consular rather than diplomatic relations.
