Minister plenipotentiary

A senior diplomatic representative accredited by one sovereign or government to another, ranking below an ambassador. A minister plenipotentiary was normally the head of a diplomatic mission known as a legation, and was entrusted with full authority to conduct negotiations on behalf of their government. The title was widely used in nineteenth- and early twentieth-century diplomacy, before ambassadors became the usual heads of diplomatic missions.
