Someone appointed to consider or decide a matter referred to them. In the House of Commons, a Referee was a member of the Court of Referees, established in 1865 to determine whether petitioners against Private Bills had the right to be heard when that right was disputed by the Bill’s promoters. In the nineteenth century, the Court dealt particularly with disputes arising from railway and other works Bills. The Court survives today, but meets only rarely.
