Someone appointed to examine or decide a matter referred to them. In the House of Commons, a Referee was a member of the Court of Referees, established in 1865 to determine disputed rights of petitioners to be heard against Private Bills. Particularly concerned with railway and other construction projects in the nineteenth century, the Court survives but rarely meets.
