utter bar

The body of barristers who had been called to the Bar but had not attained the Inner Bar, principally those who were not King’s or Queen’s Counsel. An utter barrister was therefore broadly equivalent to what later became known as a junior barrister. The term, common in earlier English legal usage, survived into the twentieth century but is now largely obsolete.
